4. Summary

This Directive establishes an emission allowance trading scheme (ETS) within the European Union to promote cost-effective greenhouse gas emission reductions.
It applies to the installations and activities listed in Annex I, and to the greenhouse gases specified in Annex II.
Member States must issue permits for emission installations, monitor and report emissions, and, as of 1 January 2005, any installation listed in Annex I without an emission permit is not allowed to operate.
