Directive 2003/87/EC of the European Parliament and of the Council of 13 October 2003 establishing a scheme for greenhouse gas emission allowance trading within the Community and amending Council Directive 96/61/EC.
4. Summary
This Directive establishes an emission allowance trading scheme (ETS) within the European Union to promote cost-effective greenhouse gas emission reductions.
It applies to the installations and activities listed in Annex I, and to the greenhouse gases specified in Annex II.
Member States must issue permits for emission installations, monitor and report emissions, and, as of 1 January 2005, any installation listed in Annex I without an emission permit is not allowed to operate.
